According to the China Trade Remedies Information website, on August 29, 2024, Brazil's Foreign Trade Secretariat published Announcement No. 46 of 2024 in its Official Gazette, deciding to initiate an anti-dumping sunset review on seamless steel pipes (1413mm-3556mm) imported from China, at the request of Vallourec Tubos do Brasil.
On June 21, 2012, Brazil initiated an anti-dumping investigation on seamless carbon steel pipes originating from China. On November 4, 2013, Brazil made an affirmative final determination in this case.
On August 30, 2019, the Brazilian Ministry of Economy issued Ordinance No. 543, making a positive final determination in the first anti-dumping sunset review on seamless carbon steel pipes (in Portuguese: tubos de aço carbono, semcostura, de condução (line pipe) originating from China). It decided to continue imposing anti-dumping duties on the involved products for another five years. The detailed tax rates for the involved companies are shown in the table below. The outer diameter range of the involved products is from 5 inches (141.3 mm) to 14 inches (355.6 mm), mainly used for oil and gas pipelines. The Mercosur Common Nomenclature (NCM) code for these products is 7304.19.00.

According to Mysteel's analysis, from 2019 to 2024, the export volume of Chinese seamless steel pipes to Brazil was relatively limited and showed a slight upward trend overall. From January to September 2024, China's cumulative export of seamless steel pipes to Brazil reached 22,600 tons, accounting for 0.73% of the total export volume.

In summary, this trade event initiated by Brazil on seamless steel pipes from China is the second-round application following the expiration of the previous anti-dumping ruling and is not a new case. Based on the analysis of the total volume of China's seamless steel pipe exports to Brazil, the volume remains relatively limited. Therefore, the impact of this event on China's total export volume of seamless steel pipes is minimal. However, the frequency of trade frictions involving seamless steel pipes has increased this year, and enterprises should remain vigilant against the long-term impact of rising trade protectionism.
